Job Description

GDIT is seeking a Tech Control CAB Operations Manager to help support the JSP ETM program at the Pentagon in Arlington, VA.

PLEASE NOTE: Primary hours are day shift, but employee will be required to support after-hours restoration activities as needed.

The Tech Control CAB Operations Manager is responsible for managing major telecommunications systems operations activities.  Provide leadership and guidance for 24/7 work center.  Will coordinate operational and technical activities with customers, users, associated facilities and work centers.  Must adhere to and enforce quality work standards, safety, security, privacy, Operating Instructions and DISA Circulars.  Must provide sound guidance on technical, security, and procedural issues related to Tech Control Transport systems & policies. Must be able to work under extreme pressure and have the ability to maintain composure.  Must maintain a customer-centric focus to ensure that quality customer service and support is the top priority.  Must demonstrate a solid technical knowledge of Tech Control Facility (TCF) process and equipment to include transport systems (SONET, DWDM, TDMoIP and TDM), timing and sync, circuit test and analysis, electrical/physical interfaces, crypto, and circuit signaling. Must have ability to communicate both orally and in writing and may be required to present briefings or develop information papers.

Manages a team of approximately 16 employees. Responsible for ensuring appropriate manning & TPI (Two-Person Integrity) requirements are met at all times. Enforces operating policy and procedures for technical control facilities prescribed in DISAC 310-70-1. Evaluates the quality of work performed, and ensures optimum use of equipment. Reviews Master Station logs, trouble tickets, and daily reports to ensure accuracy. Prepares and presents Contract deliverables for Tech Control Operations.  Works in concert with other Infrastructure Operations sections to deliver layer 1-2 Transport. Establishes workload, work schedules, work instructions, sop’s. Ensures circuit restoral metrics met. Work with and train the operations staff in the operation of the network, network monitoring and analysis tools, and network problem resolution. Works with the COMSEC team to coordinate monthly rekey schedule. Ensures that daily operation is performed in accordance with established SLA's and MOA'S. Interfaces with customer base to maintain positive and effective working relationships.

Required Qualifications:

  • Current TS/SCI clearance eligibility

  • Bachelor’s Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience.

  • 15 - 20 years’ experience managing 10 or more personnel

  • Exposure to ITSM and ITIL
  • Direct relatable experience managing in a DOD Military Tech Control Facility
  • Solid verbal and written communication skills

  • Problem analysis and problem solving

  • Ability to manage two teams with expertise in 2 distinct disciplines

  • Ability to multitask in a stressful environment

  • Able to support the work schedule indicated above
