Job Description

The Office of Technology Innovation and Engineering (DS/CTS/TIE) provides cybersecurity consulting and assessment capabilities to both current and future Department of State (DOS) programs that embrace emerging technologies and technologies affecting DOS’ facility security.  TIE develops and maintains the Department’s security architecture essential to detect, defend, and deter Departmental assets against all cyber and crossover technical threats. The Task Manager for ETD will propose solutions to management to ensure all communications requirements based on future needs and current usage, configuring such solutions to optimize cost savings. The ETD Task manger oversees and engages with the services and continuous process improvement activities The following teams within ETD as follows, Security Configuration Management (SCM), Technical Security Foundations Program (TSFP), Governance, Special Projects, Outreach (DS/CTS Liaison Program) to other State Department Bureau and OGA’s (CA, DHS, FBI, IRM and S/ES) and Technical Design and Evaluation Assessments (TDEA)

The ETD Task Manager will ensure the following listed below:

  • Will perform all duties assigned of a hire people manager for both GDIT employees and all subcontracting partners
  • Will develop and design network or portion of network that includes selection and recommendation of hardware and software packages
  • Coordinate third-party maintenance for network equipment
  • Provides regular monitoring and network analysis regarding short- and long-range planning for in-house systems
  • Prepares and ensures that appropriate network documentation exists, including operational instructions
  • Maintains technical expertise in all areas of networks and computer hardware and software interconnection and interfacing, such as routers, switchers, firewalls, hubs, bridges, gateways, etc.
  • Maintains smooth operation of local area, worldwide, and virtual private networks (VPN). Plans, evaluates, designs, and coordinates installation and/or reconfiguration of hardware and software elements of data and/or voice communication network
  • Response to all human resources/disability and reasonable accommodation (HR/DRAD) Requests
  • Oversee the creation of documentation for obtaining C&A is completed accurately, compiled with IRM/IA requirements and NIST guidance, and requires minimal or no edits upon IRM/IA review
  • Prepare all required documentation to obtain certification accreditation (C&A) if required by establishing accurate and reasonable due dates
  • Oversee the develop and publishing of security configuration standards and principle documents
  • Oversee to the response to all prescription and personal medical devices risks assessments requests
  • Engage with partner organizations to minimize cyber security risks through the DS/CTS Liaison Program (Outreach)
  • Continue engagement of Change Control processes as Subject Matter Experts with:
    • Firewall Advisory Board (FAB)
    • Information Technology Configuration Control Board (ITCCB)
    • Diplomatic Security Information Technology Review Board (DS ITRB)
  • Provides consultation to Consular Affairs for the Consular One Non-Production Environment
  • Provides consultation for M/PRI on the Telematics program
  • Continues support for the DS Cross Domain Support Element (CDSE)
  • Through MRA conduct Mobile App Vetting
  • Works with ENM for Microsoft Technology Adoption Program (TAP)
  • Conducts DSE, SLM, and E&V Scanning regarding configuration standards use
