General Dynamics IT has an opening for a Senior Data Analyst at Stennis Space Center, MS.

Position requires an Active Secret Security clearance.

Functional Responsibilities and Tasks: 

  • Responsibilities include the maintenance of database dictionaries, overall monitoring of standards and procedures, and integration of systems through database design.
  • Works at the highest level of all phases of data management.
  • Projects long-range requirements for database administration and design in conjunction with other managers in the information systems function. 
  • Designs and implements complex databases.
  • Prepare a Database Design Document inclusive of logical and physical schemas.
  • Develop and document a Sustainment Plan inclusive of database maintenance, update, and change control considerations.
  • Analyzes and determines information needs and elements, data relationships and attributes, data flow and storage requirements, and data output and reporting capabilities.
  • Coordinates new data development ensuring consistency and integration with existing data warehouse structure.
  • Reviews business requests for data and data usage, researches data sources for new and better data feeds.
  • Participates in continuous improvement efforts in enhancing performance and providing increased functionality
  • Assignments may include design of data dictionaries, database structure and layout, installing, upgrading, and managing database applications.
  • Stay current on vendors' best security practices in relation to organizational requirements.
  • Maintains current knowledge of relevant technologies as assigned.
  • Experience with developing and optimizing relational database management systems
  • PostgreSQL development including queries, optimization, reporting & schema creation
  • Ability to communicate technical information in a clear and concise manner



Required Education: Bachelor’s degree from an accredited college or university with a curriculum or major field of study which provides substantial knowledge useful in managing large, complex data management projects, is closely related to the work to be automated, and/or in a computer science, information system, a physical science, engineering or a mathematics-intensive discipline. Previous military or technical experience may be substituted for the education requirement.


Required Experience: Seven years of increasingly complex and progressive experience in performing data analysis, database management, and/or software development. Must have experience in data management, metadata standards and requirements, and information system vocabularies. Has experience with current and emerging technologies. 

Required Skills, Qualifications or Experience

  • Comprehensive knowledge of the principles, methods, and techniques used in database development, coding, and design, including business analysis, event modeling, logical and physical database design, data access analysis and design, and DBMS optimization.
  • Experience in the creation and implementation of policy, instructions, guidance and data calls for data and information management.
  • Experience in the establishment and maintenance of scientific metadata vocabularies and releases.
  • Experience in utilizing a scripting language for ETL and data wrangling such as Python or R
  • Experience evaluating and managing change requests to ensure compliance to data and metadata standards for enterprise functional data management.
  • Experience editing metadata in XML or utilizing an XSLT to translate across XML standards
  • Experience with an RDBMS (Oracle, PostgreSQL, etc).
  • Familiarity with Federal and Commercial Data Standards.
  • Ability to communicate technical information in a clear and concise manner.

Preferred Skills, Qualifications or Experience:

  • Proficient in database administration, logical modeling, web development, object oriented design, structured analysis and design.
  • Demonstrated proficiency to create and maintain software artifacts using technologies such as Git, Bitbucket, JIRA and/or Confluence. 
  • Familiarity with tools for Big Data such as Dask
  • Familiarity with Parallel Processing
  • Familiarity with ISO 19115 standards
  • Familiarity with the commercial software TopBraid and system vocabularies.
  • Familiarity with the commercial software Enterprise Architect.
  • Familiarity with establishing and updating Access databases.
  • Familiarity with Data Governance processes.
  • Programming development expertise with JAVA, Hibernate, Subversion and SQL Server.
  • Knowledge or experience with DoD, DoN and COMNAVMETOCCOM policies.
