General Dynamics Information Technology is seeking a Senior Business Analyst for an opportunity to work closely with our Food and Drug Administration (FDA) program. This role is responsible for reviewing assigned business processes from end-to-end to identify and address operational, financial and technological risks. The Senior Business Analysts identifies opportunities to improve efficiency; and leads small to mid-size projects to assisting Delivery Managers on larger more complex projects related to operational business functions that affect the mission.

Roles and Responsibilities

  • Apply up-to-date expertise in Information Systems to the development, execution and improvement of action plans by providing advice and guidance to others in the application of information, information systems and best practices
  • Support and align efforts across technical and managerial layers to meet the needs of our customers
  • Manage customer relationships and expectations by developing communication plans and processes that are designed to keep management, stakeholders and customers advised as to the status of projects, and ongoing project results.
    • Identify ways to increase adoption of new systems and capabilities by customers and methods by which customer satisfaction can be improved
    • Demonstrated fluency in business processes and process differentiation
    • Analyze and synthesize business requirements, including recognizing patterns and conceptualizing processes with the objective of identify duplicate needs that may be addressed through one solution, thereby improving services, speeding service delivery and reducing costs
    • Assist the government identifying and documenting needs and expectations of multiple stakeholders, and in the negotiation of solutions and their service levels
    • Assets the government to gather business requirements needed for system modifications, enhancement and implementations
  • Maintain a pulse on customer needs and strategies; utilizing formal and informal written communication methods (for example: emails, newsletters, PowerPoint presentations, executive updates, task lists, updates) to communicate digitally, visually and through presentations, updates and findings; and facilitating project meetings and presentations to all types of diverse audiences (for example: senior management, Customers, technical staff)
  • Provide project level analysis - producing, and assisting Delivery Managers in the production of required project analysis documentation (business and technical requirements), business scope matrix/document, project charters, use cases, total cost of ownership, project sequence diagrams, future state proposals, and User Acceptance Test Plans (UAT).
  • Lead or participate in project meetings; assisting Delivery Managers in
    • the creation, maintenance, and management of project schedules by developing project plans and specifications,
    • estimating time and resources, ensuring efficient and on-time delivery of project tasks and milestones;
    • tracking all phases of the project lifecycle, and providing timely reporting of issues that impact project progress,
    • coordinating actions and resolving conflicts
    • following proper escalation paths; and managing customer and supplier relationships.
  • Identify, create and facilitate process design changes by conducting business and systems process analysis and design at a complex level
    • focusing on quality improvement and data management;
    • ensuring measurable and repeatable processes;
    • ensuring data is reliable and valid;
    • developing process improvements or re-engineering and recommending elimination;
    • integrating new systems and processes with existing ones;
    • and partnering with internal and external customers to ensure systems provided meet the long-term business strategies
  • Establish a Continual Service Improvement (CSI) process that continually monitors projects and other management activities, identifies service improvement opportunities (proactive and reactive) and tracks improvements from conception to implementation - measuring their success/impact.
  • Provide business level analysis - and as required, produce required Business Cases, Concepts of Operations (CONOPS), Total Cost of Ownership documents, Risk Reward Analysis, Strength/Weaknesses/Opportunities/Threat (SWOT) analysis, Balanced Scorecard tools and other tools and documentation that will aid the leadership prioritize projects and align resources to meet the needs of our customers.
  • Assist the Government, Delivery Managers, and Technical Teams establish Critical Success Factors, Key Performance Indicators and other success measurements that governs existing and emerging systems and capabilities.

Required Qualifications:

  • Bachelor’s Degree in Engineering / Science, Project Management, Business Management, Business Analysis, Computer Information Systems, or Information Technology
  • 10+ years of experience working as a Business Analyst within an Information Technology enterprise supporting 5,000+ users
  • Knowledge of general business principles, health and government organizations, and systems engineering concepts.
  • Technically proficient with Microsoft Office products (Excel, Visio, PowerPoint, Access, Publisher)
  • Advanced to Expert level of knowledge with Microsoft Project, with experience in developing integrate master schedules from multiple project schedules

Preferred Qualifications:

  • Master of Business Administration or Master of Technology Management
  • Education in two or more programming languages (e.g. Python, JAVA, C++, .NET)
