GDIT supports our customer, National Human Genome Research Institute (NHGRI) by leveraging leading-edge IT solutions to improve customer's mission effectiveness while continuously seeking opportunities to increase efficiency. Under the NIH NHGRI Information Technology Support Services (ITSS) contract, our team delivers the full breadth of IT services, including infrastructure engineering and operations, High performance computing (HPC) engineering, desktop support and project management.

This is an exciting opportunity for a highly motivated and creative management professional who can bring new ideas to the table while leveraging experience from a diverse set of seasoned professionals. We have an opening for Technical Project Manager who will be responsible for leading the ITSS Team’s projects.

This individual will be responsible for essential project management in accordance with customer methodology and best practices in stakeholder, risk and communication management. A major challenge will be to shift projects between the Agile and Waterfall methodologies. The individual will be lead over the Project Management Office (PMO), and responsible for:

  • Manages technical team leads and/or experienced IT engineering resources who exercise significant latitude and independence.
  • Works on issues where analysis of situations or data requires an in-depth knowledge of organizational objectives. Implements strategic policies when selecting methods, techniques, and evaluation criteria for obtaining results. Establishes and assures adherence to budgets, schedules, work plans, and performance requirements.
  • Interprets Institute-wide policies and procedures. Develops budgets, schedules and performance standards.
  • Assignments are objective oriented, and review work in terms of meeting the organization's objectives and timelines.
  • Decisions have an extended impact on work processes and outcomes. Erroneous decisions result in critical delays and modifications to projects or operations; cause substantial expenditure of additional time, human resources and funds; and jeopardize future Institute activity.
  • Interacts frequently with senior-level Institute representatives concerning projects, operational decisions, scheduling requirements, and/or contractual clarifications. Leads briefings and technical meetings for internal and external representatives.
  • Meet with stakeholders to gather and refine requirements to meet business needs and define project scope.
  • Ensures projects comply with Agency’s tailored implementation of the HHS Enterprise Performance LifeCycle (EPLC).
  • Provides recommendations based on other NIH work and best practices.
  • Provides solutions and problem resolution to customers with technical recommendations, customer outreach and training for ITB service offerings.
  • Continues to reassess Agency’s approach to IT project management, and adjusts the ITB’s methodology, as appropriate—looking to blend traditional EPLC requirements with Agile techniques that help ITB deliver projects on time and on budget.

Required Qualifications:

  • BS/BA or equivalent and five years related experience
  • PMP certification
  • Minimum of five years of full life cycle project management experience
  • Minimum of five years of full lifecycle implementation experience using various SDLC methodologies
  • 5+ years of experience managing tactical development, refresh, enhancements or stabilization of custom application projects, deliverables (SLA, SDLC and related work products), program goals, risk, quality metrics, customer satisfaction and Earned Value Management(EVM) in accordance with client initiatives and service level agreements.
  • Minimumof two years of experience of Agile software development practices
  • Excellent verbal and written communications skills
  • Strong interpersonal, cross team & vendor coordination, organizational and motivational skills
  • Must be able to obtain and maintain Public Trust Clearance.

Desired Qualifications:

  • Experience with managing the development and operations of content management solutions, workflow, contact management, and shared services.
  • Ability to lead functional and scoping discussions based on best practices 
  • Knowledge of best practices in systems engineering
  • Experience eliciting high-level business requirements and creating detailed functional specs as well as other documentation such as impact analysis, requirement traceability matrixes, work-flow diagrams and use-cases
  • Hands on experience managing incident resolution and prevention activities such as root cause analysis on top incidents and outages.
  • Project Management Institute Agile Certified Practitioner (PMI-ACP)
  • Federal and NIH experience - nice to have
