Job Description

Duties include but are not limited to:

  • Manage all aspects of the program from inception through completion. Responsible for the cost, schedule and technical performance of the program.
  • Serve as primary customer point of contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
  • Is the authorized interface with the Government Contracting Officer (CO) and the Contracting Officer’s Technical Representative (COTR).
  • Responsible for managing contract resources to deliver quality services within the scope of the contract.
  • Is responsible for profit/loss on the contract.
  • Provides leadership, supervision and guidance for all contractor personnel, inclusive of subcontractors/teaming partners.
  • Leverages leading-edge IT solutions to improve the customer's mission effectiveness while continuously seeking opportunities to increase efficiency through improved processes and technology.
  • Assess project issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
  • Mitigate risks, controls costs and schedule variance, and effectively manages large scale, integrated projects.

Education and Experience Qualifications Sought:

  • MA/MS Degree/12 Years Relevant Experience or BA/BS Degree/18 Years Relevant Experience
  • 12+ years of general engineering management experience in projects involving management, planning, integrating and implementation of complex systems and communications infrastructure equipment
  • PMI PMP certification
  • Experience in the direct supervision and management of major projects with an average annual value of $100M or greater that involve providing professional support services and/or the integration, implementation and transition of large complex systems and subsystems
  • Experience orchestrating and managing the work efforts of at least 200 subordinate personnel
  • Demonstrated ability to manage a diverse group of functional activities distributed nationwide as well as interact with NASA headquarters and regional management personnel and other NASA customer personnel
  • Strong independent leadership/management experience with proven culture change and continuous improvement management
  • Excellent client-facing communication skills
  • Experience in either managing the delivery of IT support services to NASA or in the management of NASA programs
