Job Description

General Dynamics Information Technology is looking for a ASP.NET Applications Development Lead to support the Combined Arms Center (CAC) Mission Data Center (MDC). Candidate will have working knowledge and practical experience in SharePoint 2016, Visual Studio, HTML5, JavaScript and ASP.NET.  The support includes CAC enterprise wide Mission Data Center operations, maintenance, training, library development, and business process development.

The Applications Development Lead will be the expert in Microsoft Applications Development Best Practices and experienced in Agile Scrum methodologies.   The App Dev Lead will have at least 5 years’ experience with Visual Studio, TFS, VSTS, Microsoft Add-in App Model, and Agile Scrum software development methodologies. The App Dev Lead will have excellent written, communication, and presentation skills and report to the Task Order Manager.   The following are required areas of expertise.

  • Custom enterprise SharePoint 2013 and SharePoint 2016 (aka SharePoint Online) development
  • .NET Applications Development with Microsoft Visual Studio programming tools
  • Microsoft Azure Cloud Environment utilizing VSTS
  • HTML5, C#, CSS3, JQuery, SPServices, and the SharePoint Client Object Model
  • Java, JavaScript, Jscript, HTML, Drupal, ASP, SharePoint Workflows, and SharePoint Designer 2013.
  • Familiarity with Non-SharePoint Content Management Systems.
  • Familiarity with Adobe Creative Suite
  • Microsoft Best Practices in software development, TFS, VSTS, Build Automation and Release Management 
  • Dashboard Development in SharePoint 2013 and 2016
  • Business Intelligence (BI) concepts and Microsoft BI tools (e.g. PowerBI, SSRS, Excel Services, ...)
  • Application Performance Monitoring, Input V&V, error trapping, and diagnostics / troubleshooting
  • Application Integration, Web Design, Web Staging, Web maintenance, Web Collaboration Services, and Public web collaboration services
  • Software Development Lifecycle (SDLC) documentation and source code management
  • Experience working with Product Owners, Product Backlog, and Sprint Backlogs
  • Experience with Microsoft Project, Excel, Visio, Office, and mobile apps (i.e. iOS, Android, Windows)
  • Preferred experience with Department of the Army specific policies and procedures as they relate to information technology, software staging, configuration management, process automation, PowerShell, security, and privacy. 
  • Experience and practical knowledge to create user experiences and design interfaces from concept to production for new and existing sites as well as other interactive mediums. 
  • At least three years practical experience in development web applications in a .NET environment on SharePoint 2013 and 2016.
  • Five years practical experience in developing sophisticated outreach, training, web based graphics products, marketing / branding, and online rich media. 
  • Experience with Angular front-end web applications 


Bachelor’s Degree in Computer Science or a related technical discipline, or the equivalent combination of education, professional training or work experience.

  • DoD 8570.1M IT Level II Certification: Security+ with CE required upon start date
  • MCSD App Builder or equivalent training, within 6 months of assuming the position
  • Certified Scrum Master (CSM)     (preferred)


8-10 years of related experience in web software development.

  • SharePoint development experience required
  • C#, Java, ASP .NET experience
  • Knowledge and experience to provide software development solutions using multiple languages and frameworks such as HTML5, CSS3, jQuery, .spServices, and the SharePoint Client Object Model.
  • Experience and practical knowledge to create user experiences and design interfaces from concept to production for new and existing sites as well as other interactive mediums
