US Battlefield Information Collection and Exploitation System eXtended (US BICES-X) is a cutting edge program supporting DoD intelligence information sharing on current and emerging global threats to mission and coalition partners and emerging nations. With an internationally dispersed team supporting each combatant command, the US BICES-X team is in direct support of the warfighter and their missions. We are seeking a creative and driven professional with a passion for solving real world issues on a cross-functional, fast paced team.

Serves as the lead Information and Knowledge Manager (IM/KM) for the United States Battlefield Information Collection and Exploitation Systems - extended (US BICES-X) program. Responsibilities include analyzing existing process, maintenance and modification of existing portals, documentation of workflows, potential user training, requirements gathering, leading brainstorming workshops and activities related to the design and implementation of internal, external, and customer processes.


  • Ensures that the organization’s IT infrastructure is able to gather, analyze, store and share knowledge and information.
  • Primary goal is to improve efficiency by reducing the need to rediscover knowledge.
  • Identify and curate technical website content – in collaboration with technical experts, manage and implement project-wide content strategies to ensure that the right knowledge is getting to the right people at the right time (and in the right way).
  • Promote knowledge sharing through the organizations operational processes and systems.
  • Strengthen the linkages between, knowledge sharing and the information systems.
  • Maintain a central repository of IT services support knowledge accessible to numerous users, as well as obtaining additional knowledge information for the site.
  • Determine how the existing mechanisms and elements of knowledge management are used to capture tacit and explicit knowledge.
  • Assist with development of concept of operations for multinational network systems information exchange
  • Evaluate and prioritize the risks and determine the organizational knowledge requirements and gaps.
  • Develop and maintain analytical procedures to meet changing requirements and ensure maximum operational success.
  • Provide guidance and work leadership to less-experienced staff and may have supervisory responsibilities.
  • Provide support for the establishment and nurturing of communities of practice, including workshops, one-on-one guidance, and troubleshooting
  • Ability to apply, develop and document KM planning techniques, work methods, procedures, time management, coordination/distribution of tasks and assignments to meet program development and operational goals.
  • Provide advanced analytical and technical support to projects involving training, technical/operational documentation.
  • Collect data using a combination of best practice methods and business processes.
  • May perform business development activities, including providing technical input to proposal efforts and participates in special projects as required.
  • Conduct IM/KM related training as directed.

Required Qualifications:

  • 20+ years of professional experience with 5+ years of ITSM experience.
  • Must possess and maintain a Top Secret/SCI Clearance.
  • BA/BS degree or equivalent work experience
  • Must be well-versed with Microsoft Office Suite/Tools including Word, excel, PowerPoint, SharePoint
  • Excellent oral and written communication skills with an ability to establish working relations at all organizational levels and demonstrate ability to diplomatically and effectively deal with government officials and program office stakeholders.
  • Demonstrated understanding of DoD information technology systems, tools, process, or organizations.
  • Demonstrated information management knowledge on Codification, content management, information processes, taxonomies, and IT applications.
  • Depending on job assignment, additional specific certifications may be required.
  • This position may be required to complete short-term deployments to austere locations worldwide
  • The work is typically performed in an office environment, which requires normal safety precautions; work may require some physical effort in the handling of light materials, boxes or equipment.
  • Ability to establish critical success factors and KPIs for assigned processes
  • Experience in establishing new processes.

Desired Qualifications:

  • Experience with DoD Coalition information sharing, NATO, MPE, JIE, or other interoperability programs, standards and systems.
  • Certified Knowledge Manager (CKM) certification is required in 5 months of hire.
  • ITIL V3/V4 Foundation within six months of hire.
