Job Description

Background

This is a position for an intelligence collection manager supporting DIA / Joint Staff J26's Training, Tradecraft, and Certification branch. This position will provide collection management (CM) subject matter expertise through consultation and development of CM-related products.  This position is part of a small (

  • Development of Department of Defense (DoD) CM Tradecraft
  • Development of DoD CM and related training courses, both traditional classroom and online (CBT and instructor-led)
  • Design, development, and operation of the DoD’s CM professional certification program, the Certified CM Professional (CCMP) program.  Includes supporting obtaining and maintain the program’s accreditation through the National Commission for Certifying Agencies (NCCA); development of and coordination of certification standards with Defense CM Enterprise (DCME) SMEs; development and operation of the CCMP Fundamental (CCMP-F) certification exam (e.g., writing exam questions under the guidance of an exam developer);
  • Development of CM professionalization (e.g., job analyses, competency models, position descriptions, career paths, career path guide, career learning plan) for DIA-employed collection managers
Qualifications
  • TS/SCI eligible; able to pass DIA CI polygraph
  • 5+ years operational experience as a collection manager
  • Expert knowledge of DoD processes and terminology
  • Expert MicroSoft Office skills
Additional Desired Skills and Knowledge
  • Experience working with more than one intelligence discipline
  • Experience working with both collection requirements management (CRM) and collection operations management (COM)
  • Experience working at more than one echelon (level of war; e.g., tactical, operational, strategic)
  • Experience in DoD training and/or course development methodologies
Work Environment

This position is for a member of a team of six personnel supporting J26. Five team members are CM SMEs, and the sixth is an industrial organizational psychologist / psychometrician (exam developer). Project tasks are a mix of long term projects, short term ad hoc tasks, and ongoing certification program operations. If you seek variety, this is the job for you.

Work team is colocated and sit among with the client team. Ideal candidates excel in small team dynamics, are highly motivated, take guidance well, have a high attention to detail, are experts at collaborating among peer groups (in person research), conduct excellent research, have experience creating print-ready professional booklets and products, and have experience working with and editing SharePoint and/or Access databases.

Work location is DIA HQ, Joint Base Anacostia-Bolling, Washington D.C.
