Under the Information Technology Support Services (ITSS) contract, our 110-member team delivers the full breadth of IT services, including infrastructure engineering and operations, software development and maintenance, cyber security, enterprise architecture support, and document processing.

This immediate opening is an exciting opportunity for a highly motivated and creative management professional who will be responsible for the management of development, operations and integration of a mission critical Enterprise Content Management System(ECMS) using COTS (FileNet-IS to P8, SQLServer, IDOL and AdLib) and multiple pre-existing custom components and services.

This individual will be responsible for essential project management in accordance with customer methodology and best practices in stakeholder, risk and communication management including C-level client facing interaction. A major challenge will be to shift the project from fragile practices to a more sustainable management and engineering practices.


Bachelor’s degree in Information Technology or related field of study with PMP Certification

Required Qualifications:

  • 3+ years of demonstrated experience managing tactical development, technology refresh of FileNet IS, P8 solutions, COTS integration, enhancements or stabilization of custom components and services
  • 5+ years of full life cycle project management experience
  • 7+ years of full lifecycle implementation experience using various SDLC methodologies
  • Experience with Proof of concepts(PoC), decision analysis & resolution(DAR), design decision analysis(DDA)
  • Working knowledge of product backlog management, knowledge of Microsoft Team Foundation Server (TFS), automated testing & monitoring tools and life cycle methodologies
  • Must be proficient with deliverables (SLA, SDLC and related work products), project schedule, program goals, risk, quality metrics, customer satisfaction and Earned Value Management (EVM) in accordance with the FERC IT strategy, CPIC, ITIRB initiatives and service level agreements
  • Experience with the management and coordination of Public outreach including coordination with multiple internal stakeholder groups to manage videos, surveys, webinar, FAQs, discussion board, inquiry management
  • Excellent communication skills (both written and verbal), meeting management expertise with strong presentation and facilitation skills
  • Strong interpersonal, cross team & vendor coordination, organizational and motivational skills

Desired Qualifications:

  • Experience with other major ECMS such as OpenText, Documentum will be an added advantage
  • Working knowledge of Agile software development practices
  • Experience with managing the development and operations of content management solutions, workflow, contact management, Custom .Net and shared services.
  • Ability to lead functional and scoping discussions based on best practices 
  • Knowledge of best practices in systems engineering
  • Experience eliciting high-level business requirements and creating detailed functional specs as well as other documentation such as impact analysis, requirement traceability matrixes, work-flow diagrams and use-cases
  • Hands on experience managing incident resolution and prevention activities such as root cause analysis on top incidents and outages.
