We combine deep insight into healthcare benefit administration policy and technology across all of CMS’s operational areas. The Deputy Project Manager works closely with the Project Manager and is involved in all program management responsibilities, including overseeing day to day operations and planning. This position provides an opportunity to play a critical role in the migration of CMS’s legacy mainframe systems to modern cloud-based architectures, delivering improved scalability and lower total cost of ownership. 

The Deputy Project Manager:

  • Develops, coordinates, tracks, and manages projects for a variety of simultaneous initiatives of varying sizes
  • Supports cross‐functional project teams consisting of application development, IT operations, and information security teams
  • Works with subject matter experts to document user acceptance test plans and coordinates the execution of user acceptance testing
  • Documents and tracks project changes, risks, and issues through resolution
  • Regularly meets with stakeholders to identify and document business, functional, and technical requirements
  • Maintains and updates all requirements documentation
  • Communicates changes to requirements and projects to all stakeholders

Required Qualifications:

  • 4 year degree
  • Minimum of 2‐3 years of business analysis experience
  • Must have 3‐5 years of project management experience
  • Strong interpersonal and communications skills
  • Ability to translate conceptual requirements into business and functional requirements
  • Experience gathering and documenting business and functional requirements
  • Experience managing projects across development life-cycles (analysis through implementation)
  • Track record of successfully managing multiple projects of varying scope, size, and complexity
  • The selected applicant will be subject to a government security investigation and must meet eligibility requirements for Public Trust.

Desired Qualifications:  

  • Prior experience supporting programs for the Center for Medicare and Medicaid Services 
  • Working knowledge of Medicare Advantage systems and data
  • Project Management certification (PMI – PMP)
  • Agile certification (e.g., Certified Scrum Master)
  • Experience with DevOps principles, including: Continuous integration & continuous deployment, Infrastructure-as-code based configuration management, Amazon Web Services environment, Agile Development environments, creating and maintaining design and network documentation, Understanding of systems and network architecture, working with cross-functional teams (users, developers, product managers), in both Build and Delivery functionalities and, breaking down complex problems into understandable and iterative solutions. 
  • Experience with Agile project methodologies
  • Ability to multi‐task and effectively prioritize competing requirements
  • Self‐starter who can quickly acclimate to a fast‐paced environment
  • Multi‐task effectively between business analysis and project management activities
