Job Description

CEMP provides guidance, direction and assistance in developing an enterprise emergency management program and MS&O’s continuity of operations (COOP) plans to customer Directorates and Offices, mission ground stations, and other NRO sites and facilities, including the Westfields facility. The CEMP team provides guidance, direction, and assistance in developing and maintaining the enterprise Infectious Disease and Pandemic Influenza Program (IDPIP).  It also provides guidance, direction, and assistance in developing Westfields-based and enterprise-wide policies for signature.  Additionally, through the Director and Deputy Director, the CEMP team provides input to an enterprise level COOP program to the Continuity Program Management Office (or successor office).

The CEMP team directly supports D/MS&O to meet his/her Letter of Instruction (LOI) from to stand up an enterprise-wide emergency management program and comply with DoD Instruction 6055.17, DoD Installation Emergency Management Program, requiring all installations to prepare for emergencies and be able to respond to save lives and maintain mission.  The US Government Program Manager shall guide the contractor to apply EM best practices from the EM program it stood up at Headquarters at Westfields into a comprehensive EM program plan for all domestic and overseas sites.  CEMP shall develop partnerships between Headquarters elements, site EM leads, and local first responders; set expectations with the sites on how they can meet D/MS&O’s LOI and comply with DoDI 6055.17; build EM capabilities through training and continuous consulting; and monitor the sites’ progress as they stand up EM programs.  CEMP shall continue to execute and further refine the existing Westfields EM program.  It shall develop Westfields emergency management documentation, revise the Crisis Response Team (CRT) Concept of Operations, train CRT members, develop and execute CRT tabletop and full-scale EM exercises, and delivers emergency education campaigns.

The CEMP team also directly supports D/MS&O to stand up and maintain a COOP plan and program that meets the requirements of National Security Presidential Directive (NSPD) 51 and Homeland Security Presidential Directive (HSPD) 20, National Continuity Policy, 1 May 2007, DoD Directive 3020.26, Defense Continuity Program, 8 September Intelligence, which require Federal departments and agencies to provide for continuity of operations and 2004, and DoD Instruction 3020.39, Integrated Continuity Planning for Defense succession to office.  The COOP plan shall provide policy and guidance for leadership to ensure that MS&O essential functions in the Westfields Headquarters area continue in the event of disruption. 

CEMP Tasks

  • Author, maintain, and ensure approval for Enterprise EM and Crisis Response Team (CRT) policies.
  • Host quarterly enterprise EM meetings with EM POCs from across the enterprise. As directed by the USG Program Manager and as budgets permit, plan, prepare, and administer annually an enterprise EM training conference for site EM POCs. 
  • Provide subject matter expertise and guidance to EM POCs to help them develop installation EM plans for each site. 
  • Serve as a resource to review site EM policy and program documents and assist site EM POCs and provide subject matter expertise to plan, develop, and execute EM and COOP exercises as directed by the USG Program Manager.
  • Ensure ongoing enterprise-wide compliance with D/MS&O Letter of Instruction, DoDI 6055.17, and any future federal EM requirements. 
  • Ensure execution of enterprise-wide emergency management strategy. 
  • Participate in IC/DoD or other USG EM meetings as directed by the USG Program Manager. 
  • Prepare and submit all required data and reports pursuant to emergency management regulations, infectious disease directives, and MS&O COOP reporting requirements. 
  • Update annually enterprise EM exercise calendar. 
  • Biennially collect and review NRO-wide site installation emergency management plans and other documents as directed by USG Program Manager. 
  • Produce all CEMP deliverables in accordance with CDRL 016. 

Emergency Management Lead qualifications:

  • Minimum of 10 recent years of emergency management preparedness and execution work experience, to include all aspects of emergency management mitigation, preparedness, response, and recovery planning
  • Minimum of 10 recent years of experience working with the Incident Command System (ICS) structure and shall be able to teach ICS concepts and principles to EM site representatives and CRT members
  • Substantive experience in formulating EM strategies and policies, developing crisis management responses and approaches, conducting emergency management occupant planning, preparing easy-to-understand EM standard operating procedures for non-EM personnel, and developing and executing EM training programs
  • Minimum of 5 years continuity of operations (COOP) experience—preferably with an Intelligence Community or DoD agency—to include capturing essential functions and developing COOP plans
  • Certified ICS Instructor
  • Certification as an Associate Business Continuity Planner is preferred but not required
  • Demonstrated experience developing complex briefing materials for US Government senior leaders
  • Proficient computer/technology skills using business software products
