Job Description

This IDIQ contract includes Procurement, Integration, Operations, & Maintenance (O&M), and systems engineering of ABAD equipment and infrastructure throughout the EUCOM and AFRICOM combatant commands. More specifically the ABAD IDIQ service contract is to provide persistent, cross-domain base defense capabilities that increase deterrence/engagement options, survivability, and increase base security/defense posture.

Develops, reviews and revises deployment plans. Performs one or more of the following or related activities: 1) Develops deployment plans and contingency operations plans for one or more functional areas. 2) Provides guidance and technical assistance in the development of plans and orders to support real world contingencies and military training exercises. 3) Plans, reviews, coordinates, evaluates, and integrates actions required to support current and future operational missions. 4) Assesses operational readiness and determines capability of units, commanders and staff elements; develops, reviews and revises military training plans and standards. Specific tasks include but are not limited to the following:

  • Review strategic plans to ensure they are prepared to optimize combat support, support personnel, equipment and resources IAW governing guidance and doctrine
  • The Deployment Coordinator shall manage and execute all actions necessary to deploy and redeploy contractor personnel to any contingency area
  • Process personnel deployments for the ABAD for EUCOM or AFRICOM AOR
  • Process deployment requests via Synchronized Predeployment and Operational Tracker (SPOT) system and create Letters of Authorization (LOAs)
  • Utilize the Aircraft and Personnel Automated Clearance System (APACS)
  • A current Top Secret (TS) clearance with access to Sensitive Compartmented Information (SCI) based on a Single Source Background Investigation (SSBI).
  • Must be a US citizen with a valid US passport


Develops deployment plans and concepts. Designs data collection requirements to support operational planning. Provides advice and recommendations to high level officials regarding deployment plans and concepts.

Requirements Level I:

Bachelor's degree and 10 years of directly related military experience; OR 15 years of directly related military experience. Must have demonstrated practical experience in the area(s) of expertise required in the Task Order, Performance Work Statement.

Level II = Level I with 3 additional years’ experience

Level III = Level I with 5 additional years’ experience
